Cindy founded HeetWave Properties in April of 2018 as a boutique real estate family owned brokerage specializing in property management services based upon a client’s unique needs. Since inception, HeetWave Properties has grown to the management of over 60 properties throughout San Diego County. Cindy has 20+ years of property management experience in both the California and Arizona markets. HeetWave Properties has been founded on the principals of teamwork, collaboration, high ethics, and client/resident relations. We treat each project as if we own them. We values our relationships with clients, residents, and vendors. 

Prior to founding HeetWave Properties, Cindy worked with San Diego based Sunrise Management as Regional Real Estate Manager. In this role Cindy directly oversaw a portfolio of approximately 50 properties ranging in size from 1-60 units per building totaling approximately 550 units; 1,000 residents; and $900,000 in monthly rent revenue with an annual operating budget exceeding $10,000,000 generating approximately $400,000 in net management fees annually. Consistently increased rent renewal rates 8%-15% across the portfolio. Mentored peer Regional Manager supervising an additional 30 properties (approx. 300 units) as a developmental opportunity. Successfully executes property onboarding during client purchases/management transition including but not limited to due diligence walks and file audits, rent projections, assessment of staffing, marketing plan development, accounting and software setups, and operating budget creation.

Cindy worked to develop new business opportunities for the company’s growth through new business development efforts and managing a pipeline of potential management clients. In 2016, negotiated management contracts with 10 new clients representing 100 units (19 buildings) and $90,000 in annual net management revenue. Cindy’s focused on management of partial and full scale redevelopment projects with capital budgets ranging from $50,000 - $2,000,000 including building vacating, renovation, rebranding, marketing, rent projections, creation of operating budgets, and lease-up.

Prior to joining Sunrise management in the Regional Real Estate Manager role, Cindy was an onsite community manager in San Diego for BRE Properties overseeing an onsite community of 350 units and Sunrise Management overseeing a 563 unit 55+ community. Before relocating to San Diego, Cindy worked in the Phoenix market overseeing onsite communities and lease-up/development projects with Trammell Crow Residential, AIMCO, and Bernard/Finney.

Cindy hold a Bachelor of Arts in Liberal Studies from Arizona State University. She also holds a CA Real Estate Broker and Corporate Broker License. Certifications include CPM Candidacy with IREM and REALTOR® designation through National Association of REALTORS®. Cindy is currently pursuing her Arizona Broker’s License with the Arizona Department of Real Estate.

In May 2019, Cindy married Jeff Bickford. The two share three beautiful daughters together, all of whom play basketball. Cindy enjoys spending time with friends and family. When not at a basketball court, the family enjoys traveling and exploring activities throughout San Diego. As a graduate of Arizona State University, Cindy cannot help but have a friendly rivalry with fellow HeetWave team member Ulises Gomez who attended University of Arizona; and yes, there may be ASU flags and banners up at Cindy’s office.
